For the International School in Neuss, a new three-storey school building, including a kindergarten and a three-court sports hall were planned. The colouring and building design of the architectural concept was inspired by the Dutch painter Piet Mondrian. Functional requirement was the possibility of extension for further school and kindergarten wings, an assembly hall and a swimming pool.

The decision of the private school’s maintaining body to invite offers to for the award of the construction works, operation, maintenance and financing in a ppp-procedure, was based on time and cost considerations. The new rooms must be usable at the beginning of the school year 2008, 18 months after the decision was made. The contracts with the legal and technical consultants, the lawyers Kapellmann and DU, were concluded in March 2006.

The announcement of the competition and the following negotiation process was prepared within one week and published throughout the EU.

Up to July 2006, clarification and negotiation talks with the bidders were held. After evaluation of the submitted tender offers, awaiting final examination, the offer from the ’prefered bidder’ was in final negotiations until the contract was concluded, on the 6th of October 2006.

The contract partner will ensure completion on due date through a high degree of pre-fabrication.

After a procedure of six and a half months and eleven months of planning and realisation, schooling can start at the beginning of the school year 2007/2008.
